Canada to aim more than 401,000 immigrants each year from 2021

On October 30, Canada made the most important announcement, that is awaited every year, i.e. its Immigration Levels to be targeted for the coming years. Canada announced its 2021-2023 Immigration Levels Plan. It will target the highest level of immigration in its history.

Over the period of years that it mentioned in the plan, Canada shall welcome the following numbers of new permanent residents:

  • 2021: 401,000
  • 2022: 411,000
  • 2023: 421,000

The last time Canada welcome over 400,000 immigrants in a year was in the year 1913. Back then, it welcomed 401,000 newcomers. Since then, it has never come close to this figure.

About 60% of the immigrants under economic class programs, including Express Entry and Provincial Nominee Program (PNP) are welcomed under the New Immigration Levels Plan 2021-2023. The country welcomes immigrants under the following grounds:

  • Economic
  • Family
  • Refugee
  • Humanitarian & Compassionate

On March 12, Federal Government had announced that Canada would aim to welcome over one million new permanent residents between the years 2020-2022. But due to the COVID-19 pandemic, consequentially Canada had to seal its borders. As a result, Canada is likely to fall short of the target it aimed this year. However, it has been holding the Express Entry throughout the pandemic, that will surely break the record for the stream of Express Entry, this year. In addition to this, PNP continues to persist.

So in order to compensate for the fall in the immigration rate this year, Canada introduced a very pioneering immigration levels plan for the coming years.

Why is Canada maintaining high-levels of Immigration?

The reason why Canada maintains high-levels of immigration is to negate the impacts of its aging population and low birth rate on its economic strength and development. Nearly 18% of the population is above 65 years of age. In addition to this, the country also faces a low birth rate of 1.47 births per woman. These are the factors that hinder Canada’s economic and fiscal development. Canada shall find it difficult in supporting government expenditure and contributing in the economic development. The only sources where from the country can alleviate development is by welcoming more immigrants to support labour market and economic progress.

According to an Environics Institute Study, Public Support for Immigration in Canada has increased over the course of the pandemic. By a Five-to-One Margin, Canadians report that immigration makes Canada a better country, and they are more likely to say this because it makes for a diverse and multicultural place to live.
